Problem Statement
Nearly 1 in 5 Filipino women aged 15 to 49 has experienced physical, sexual, or emotional violence from an intimate partner (PSA National Demographic and Health Survey). Under the Anti-Violence Against Women and Their Children Act of 2004 (RA 9262), survivors can obtain an immediate Barangay Protection Order (BPO) on the same day they apply, and file criminal/civil actions supported by the Public Attorney’s Office (PAO) and PNP Women and Children Protection Desk (WCPD).
However, survivors face two severe barriers before they ever reach the barangay hall:
- Coercive Phone Surveillance by the Abuser: Studies on intimate partner violence show that abusers routinely inspect the survivor’s phone gallery, SMS history, and Messenger threads, deleting photos of bruises, threatening voice notes, or financial-withholding messages—and retaliating if they find a help app installed.
- Trauma of Chronological Legal Drafting: When a survivor finally escapes to a Barangay VAW Desk or PAO office, they are asked to recount months or years of abuse in exact chronological order (dates, times, specific physical/psychological/economic acts, and exhibits) to draft a Sinumpaang Salaysay (Sworn Judicial Affidavit). Trauma fragments memory, causing survivors to leave out legally essential elements or abandon the complaint out of exhaustion.
Proposed Solution
SumbongSafe is a zero-trace, trauma-informed evidence preservation and legal affidavit copilot co-designed around intimate-partner-violence security principles:
- Camouflaged Dual-PIN Vault: On the phone home screen, SumbongSafe looks and functions 100 percent like a standard scientific calculator or unit converter. Entering a normal calculation works normally. Entering a Decoy PIN under duress opens an empty or harmless receipt folder. Only the survivor’s secret Vault PIN (or quick-panic shake to lock) opens the encrypted evidence locker, and captured photos/audio never appear in the phone’s public gallery or cloud photo backup.
- Court-Admissible Electronic Evidence Chain (A.M. No. 01-7-01-SC): Whenever the survivor snaps a photo of an injury, saves a threatening chat screenshot, or whispers a 20-second voice note in Tagalog or Bisaya, SumbongSafe seals the file in a SQLCipher AES-256 container with an immutable SHA-256 cryptographic hash chain and EXIF metadata log compliant with the Supreme Court Rules on Electronic Evidence (Rule 11, Ephemeral Electronic Communications).
- On-Device Trauma-Informed Sinumpaang Salaysay & BPO Builder: Using a compact on-device language model and Whisper speech-to-text, SumbongSafe gently turns the survivor’s scattered voice notes and screenshots into a structured, chronological Question-and-Answer Sinumpaang Salaysay (following the Supreme Court Judicial Affidavit Rule, A.M. No. 12-8-8-SC) and pre-fills the Barangay Protection Order (BPO) Intake Form, mapping each incident to the four statutory forms of violence under RA 9262 (Physical, Sexual, Psychological, and Economic Abuse) with attached Exhibit labels (
Exhibit "A",Exhibit "B").
Target Market
- Primary users: Women, mothers, and children experiencing domestic, dating, or workplace abuse, as well as Overseas Filipino Workers documenting employer maltreatment.
- Public-sector and legal-aid users: Barangay VAW Desk Officers (mandated in all 42,000+ barangays under the Magna Carta of Women, RA 9710), PNP Women and Children Protection Desks (WCPD), Public Attorney’s Office (PAO), DSWD crisis intervention units, and women’s legal NGOs (Luna Legal Resource Center, Women’s Legal and Human Rights Bureau).
- Community benefit: Protects survivors from digital discovery by their abuser while cutting the time to issue a life-saving Barangay Protection Order from hours to 10 minutes.
How AI Is Used
- On-device speech-to-text and screenshot OCR: Transcribes whispered Tagalog, Cebuano, or Ilocano voice memos and extracts timestamps and sender details from threatening chat screenshots completely offline on the phone.
- Statutory element classification (RA 9262 Section 5): Classifies each logged incident into specific statutory acts under RA 9262 (for example, Sec. 5(e)(2) deprivation of financial support / economic abuse or Sec. 5(i) psychological violence via marital infidelity/harassment) so the Barangay VAW Desk officer and PAO lawyer have every legal element substantiated.
- Trauma-informed Judicial Affidavit structuring: Converts fragmented diary notes into the strict Question-and-Answer format required by the Supreme Court Judicial Affidavit Rule (
A.M. No. 12-8-8-SC) without altering the survivor’s factual words or fabricating details.
Community & Ecosystem Integration
- Enables same-day Barangay Protection Orders (RA 9262 Sec. 14): Exports the ready-to-print BPO application and indexed Exhibit packet directly to the Barangay VAW Desk via local QR/Wi-Fi Direct transfer with zero internet required.
- Compliant with Supreme Court Rules on Electronic Evidence: Automatically generates the Ephemeral Electronic Communication authentication affidavit block showing the SHA-256 hash, device model, and capture timestamp for every screenshot and photo.
- 100% Zero-Cloud Survivor Privacy: No survivor photos, audio, or narratives ever leave the phone unless the survivor explicitly exports the encrypted packet to their lawyer or VAW Desk officer.
Demo Scenario (3 minutes for judges)
- Show the phone screen on stage: it displays a normal calculator (
1,250 + 450 = 1,700). Enter the Decoy PIN (1111=): it opens a harmless grocery budget list so an inspecting abuser sees nothing suspicious. - Now enter the Survivor Vault PIN (
9262=): the encrypted SumbongSafe vault unlocks. - Add three pieces of simulated evidence: a photo of a bruised arm, a screenshot of a threatening Taglish text message withholding child support, and a 15-second spoken Tagalog voice note (“Kahapon ng gabi, sinira niya yung pinto at kinuha yung ATM ko”).
- Click Build BPO & Sinumpaang Salaysay. Within 5 seconds (running offline), SumbongSafe organizes the timeline chronologically, classifies the incidents under RA 9262 Sec. 5(a) Physical Violence and Sec. 5(e) Economic Abuse, attaches the SHA-256 hash-verified photos as
Exhibit "A"andExhibit "B", and outputs a complete Tagalog Sinumpaang Salaysay and Barangay Protection Order ready for the Punong Barangay’s signature. - Shake the phone once: the screen instantly snaps back to the calculator with zero browser history or recent-app preview.

- How SumbongSafe uses this study: Designs the threat model around the study’s central finding that intimate partner abusers have physical access to the survivor’s device and coerced passcodes—requiring plausible deniability (decoy PIN vault), zero gallery leakage, and rapid offline evidence export to legal advocates.
Risks & Privacy Notes
- Strict non-hallucination in legal affidavits: The affidavit builder uses extractive chronological structuring over the survivor’s exact transcribed statements and timestamps; it never invents dates, injuries, or quotes not present in the logged evidence.
- Coerced unlock protection: The Decoy PIN opens a realistic budget calculator log, and an optional emergency duress PIN silently wipes or hides the vault while alerting a pre-trusted contact via disguised SMS.
- Immediate hotline access: Includes one-tap disguised dialing to PNP-WCPD, DSWD Crisis Intervention, and Barangay VAW Desk numbers.
